Biographie

Winston Ma est un investisseur, un auteur et un professeur associé en économie numérique.
Il est expert en économie numérique mondiale, en investissements transfrontaliers et en droit et politique dans les relations internationales.

Il a été récemment nommé directeur général et chef du bureau d’Amérique du Nord du fonds souverain chinois China Investment Corporation (CIC).
Winston Ma y effectue des investissements transfrontaliers dans l’économie numérique (baptisée « route de la soie numérique » / « digital silk road ») et recherche des synergies entre la Chine et les marchés mondiaux (« Global Investments, China Factors »).
Auparavant, Winston Ma a été directeur adjoint des marchés de capitaux actions chez Barclays Capital, vice-président de la banque d’investissement J.P.Morgan et avocat d’affaire chez Davis Polk & Wardwell LLP à New York.

Lors de la création de CIC en 2007, Winston Ma était parmi les premiers à être embauchés à l’étranger. Il a été membre fondateur du département Private Equity de CIC et, plus tard, du département spécial d’investissement pour l’investissement direct (chef du bureau de CIC Amérique du Nord de 2014 à 2015).

Il a occupé des postes de direction dans les investissements internationaux impliquant les secteurs des services financiers, de la technologie (TMT), de l’énergie et des ressources naturelles, et dans la création de West Summit (Huashan) Capital, un fonds de croissance transfrontalier dans la Silicon Valley qui a été le premier investissement en haute technologie à l’étranger de CIC. Winston Ma a siégé au conseil d’administration de sociétés internationales cotées et privées.

Programmeur de logiciels certifié au niveau national dès 1994, Winston Ma est l’auteur de nombreux ouvrages de référence : « China’s Mobile Economy » (Wiley 2016, classé parmi les « meilleurs livres business 2016 pour les DSI »), « Digital Economy 2.0 » (2017), « The Digital Silk Road » (2018 allemand / anglais ) et « Investing in China » (Risk Books, 2006).
Son dernier livre intitulé « China’s Data Economy » a été publié fin 2019 par l’éditeur Hayakawa. Il a été nommé Young Global Leader 2013 au Forum économique mondial (WEF) et a été membre du Council for Long-Term Investing et du Council for Digital Economy and Society.

Winston Ma a été professeur associé à la NYU School of Law (en charge du cours « Sovereign Finance & Investments »), à la NYU Stern Business School et à la Tsinghua School of Economics and Management. Il est membre du President’s Global Council de la NYU depuis sa création et, en 2014, il a reçu le NYU Distinguished Alumni Award. Il a obtenu son MBA à la Ross Business School de l’Université du Michigan (Beta Gamma Sigma) et son master de jurisprudence comparée à la faculté de droit de l’Université de New York (Hauser Global Scholar). Il a obtenu un bachelor en sciences (avec une spécialité en matériaux électroniques) et un bachelor en droit à l’Université Fudan à Shanghai, en Chine.
