Ilber Ortayli est un éminent historien turc, professeur d’histoire à l’Université de Galatasaray d’Istanbul et à l’Université de Bilkent à Ankara. En 2005, il devient directeur du Musée Topkapi d’Istanbul, position qu’il occupe pendant sept ans. M.Ortayli est diplômé de l’Université d’Ankara et effectue un master à l’Université de Chicago sous la direction du Professeur Halil Inalcik, ainsi qu’à l’Université de Vienne. Il obtient un doctorat de la faculté de sciences politiques de l’Université d’Ankara. Son sujet de thèse portait sur l’administration locale sous la période Tanzimat (1978).
En 1979, il est nommé professeur associé et en 1981, son ouvrage traitant de l’influence allemande sur la fin de l’empire ottoman (İkinci Abdülhamit döneminde Osmanlı İmparatorluğunda Alman Nüfuzu) est publié. En 1982, il démissionne de son poste académique en signe de protestation contre la politique éducative du gouvernement mise en place à la suite du coup militaire du 12 septembre 1980. Après avoir enseigné dans plusieurs universités en Turquie, en Europe et en Russie, il retourne à l’Université d’Ankara en 1989 et devient professeur d’histoire et directeur du département d’histoire administrative. Il publie des articles sur l’histoire ottomane et russe, avec un intérêt particulier sur les villes, l’histoire de l’administration publique et diplomatique et l’histoire culturelle et intellectuelle.
En 2001, Ilber Ortayli reçoit le prix de la Aydın Doğan Foundation Award. Ilber Ortayli est membre de la Fondation pour les Études Internationales, la European-Iran Examining Foundation et l’Académie des Sciences Austro-turques.
